Arc Infrastructure manages and maintains a railway network spanning over five thousand kilometres across Western Australia. The company engaged John Holland as its rail maintenance delivery contractor to oversee operations from 2000 to 2017.

Problem:

Under the contract with John Holland, responsibility for engaging regional contractors and managing subcontractors fell upon the contractor.
